Moorabbin Airport
Moorabbin (Harry Hawker) Airport is a general aviation airport for light aircraft located in Mentone, Victoria. The airport grounds are treated as their own suburb, designated the postcode 3194. Moorabbin Airport is the third busiest airport in Australia by aircraft movements. Moorabbin Airport has 5 intersecting runways, an air museum, helicopter terminals, a control tower, several flight training facilities, and a Direct Factory Outlets shopping centre on its land. It serves the general aviation needs for the South-Eastern suburbs of Melbourne.
Airport Terminals are currently only accessible by air or by road via taxi, hire car or private car. No public transport buses operate into the airport as there is no provision for bus stops. The nearest public bus stop is 1.8 km from the main passenger terminal to the North on Centre Dandenong Road.
In 2006 Moorabbin Airport was named "Australian Regional Airport of the Year"

Flight Procedures
1. LOCAL PROCEDURES
a. Circuit altitude - 1000FT (QNH)
b. Entry altitude - 1000FT (QNH)
c. Helicopters may cross duty RWY THR at 500FT when base leg for landing on the
N or S HLS;
d. practice LDGs with feathered propellers not permitted
e. simulated engine failure in single engine ACFT after TKOF not permitted.
f. simulated asymmetric OPS after TKOF not permitted RWYs 17R and 22.
2. CLEARANCE PROCEDURES - VFR FLIGHTS
a. VFR Flights by Day - Clearance in Class C airspace is not AVBL from MB TWR.
CTC Melbourne Radar (135.7) when 6NM MB for clearance.
b. VFR at night - MB TWR will provide airways clearance only for flights planned in
Class C airspace north of and including the line TEMPL-MB-MFD
3. DEPARTURES
a. Start approval required by the following ACFT:
(i) ACFT DEP for AWK in the ML TMA;
(ii) ACFT LDG at Melbourne;
(iii) ACFT DEP ABV 2000FT for LDG at EN;
b. Airways clearances in Class C airspace.
(i) VFR at night - MB TWR will provide airways clearance only for flights planned
in Class C airspace north of and including the line TEMPL-MB-MFD;
(ii) IFR flights south of the line TEMPL-MB-MFD. MB TWR will provide a transponder
code. Remain in class G airspace. Contact ML RADAR FREQ 135.7 6NM MB
for airways clearance:
(iii) IFR flights north of and including the line TEMPL-MB-MFD. MB TWR will provide
airways clearance.
c. Departure altitude - Climb to 2000FT AMSL or higher, cloud permitting.
d. DEP from RWY 17 on UPWIND leg must remain overland until abeam CARRUM
e. DEP from RWY 17R maintain UPWIND leg until S of Woodlands Golf. Course. If
DEP to S, turn left to follow coast when S of Woodland Golf Course.
f. DEP from RWY 31L maintain UPWIND leg until over Kingston Centre.
g. All ACFT departing to remain in Class G airspace are to change to ML RADAR FREQ
135.7, 6NM from MB during TWR HR. Specific transfer instructions will not be issued.
4. ARRIVALS
When RWY 17 or 35 in use, ACFT inbound from the S must TR via and report at CARRUM on 123.0
and then remain over water until established in the western circuit.
5. HELICOPTER OPS
a. Day VFR HEL ARR, DEP and CCTS must be at 700FT AMSL unless instructed.
Day VFR ARR and DEP use the Southern or Northern HLS. Nominate HLS on first
contact with TWR. ARR and DEP must be parallel to duty RWY and comply with
GAAP circuit direction. Helicopters must avoid flight over airport buildings and public
viewing areas below 500FT.
b. NGT OPS shall comply with fixed wing GAAP PROC and ALTs.
c. ARR from GMH and ACE must call 118.1 and fly a close base leg to pass over the
active THR not BLW 500FT AMSL;
d. DEP to the E call 118.1 when ready;
e. When duty RWYs are 13 or 17, ARR from E for N HLS may be instructed to overfly
active THR not BLW 500FT AMSL for short right circuit.
f. ARR FM W for southerly APCH must remain clear of duty runways, track & E of
TWR, then DCT to S HLS. ARR FM W for northerly APCH to N HLS must remain
clear of duty runways and track E of TWR.;
g. DEP to W must remain clear of duty runways, pass E of TWR and track N until past
TWR, or S until past airport buildings.;
h. Circuits shall be conducted from the Eastern Grass or Western Triangle as follows;
(i) for duty RWYs 17/35 use Eastern Grass. For duty runways 13/31 use Western
Triangle;
(ii) parallel to duty runways and in compliance with the fixed wing circuit direction;
(iii) inside the fixed wing circuit away FM active RWYs. A continuous lookout for
fixed wing traffic must be maintained;
(iv) once established, the only COM is AIRBORNE call before each circuit;
(v) ATC will not positively control these TKOFs or LDGs, or provide sequencing
instructions. Initial TFC INFO only will be provided on other HEL conducting
CCTS;
(vi) a maximum of 3 helicopters are permitted to operate circuits concurrently.
i. H Eastern Grass is the area contained by a line 20M east of and parallel to the
eastern edge of RWY 35R flight strip extended, and the perimeter fence. Chifley is
the area contained by a line extended along the NE edge of RWY 31R flight strip
and the perimeter fence. Western Triangle is the area contained by a line extended
along TWY A centreline, an extended line 20M SW of and parallel to TWY B and
the perimeter fence.
6. FLIGHT IN PROXIMITY
ACFT are subject to the Flight in Proximity provisions specified in AIP ENR 1.1, only if operating WI
3NM of the Moorabbin CTR boundary.
7. GAAP COMMUNICATIONS FAILURE PROCEDURES
a. Carry out Communication Failure procedures in EMERG.
b. TR via the appropriate GAAP approach point.
c. Enter CTR at 1500FT and TR to overhead the aerodrome at that altitude.
d. Ascertain the runway(s) in use and join the western circuit.
e. When ready, descend to circuit altitude remaining clear of the other circuit.
f. Maintain separation from other aircraft.
g. Proceed with normal circuit and landing.
h. Watch for light signals from the TWR.
General
AD OPR does not provide ACFT marshalling services. All requests for ACFT marshalling should be
directed to the airlines or FBO.

b. MON-FRI: 0800-2100 Local (HDS - add one hour to finish time).
c. SAT-SUN: 0800-2000 Local. Night circuits not permitted.
8. PREFERRED RUNWAYS
a. In order of preference
(i) RWY 35 - RWY 17 - RWYs 13 & 31 equal preference
(ii) RWYs 04/22 - not AVBL unless operationally required and touch & go circuits
not permitted.
Noise Abatement Procedures
1. Circuit Training
Circuit training is permitted BTN the FLW HR:
a. MON-FRI: 2200 -1100 (2100 - 1100 HDS)
b. SAT-SUN: 2200 - 1000 (1 HR earlier HDS). NGT CCTS not permitted.
2. Preferred Runways
a. RWY 35;
RWY 17
RWY 13 & RWY 31.
b. RWY 04 & RWY 22 not AVBL unless operationally required and touch & go CCTS
not permitted.
c. DRG TWR HR, ATC will consider nominating an alternative RWY when the crosswind
exceeds 10KT or when there is downwind.
3. RWY 17R
a. DEP not permitted before 2300 (1 HR earlier HDS).
b. Jet DEP not permitted.
4. C180, C185, C206, C210, BE35/36 with two bladed prop, C336/337 and Warbirds fitted
with constant speed props are not permitted to use RWY 17R or RWY 31L for TKOF
unless no other RWY AVBL.
